According to the Republic of Lithuania Law on Copyright and Related Rights (passed on May 18, 1999 and amended 2010) Chapter II, Section 1:

Article 5. Works not Attributed to the Subject Matter of Copyright Copyright shall not apply to:

 1) ideas, procedures, processes, systems, methods of operation, concepts, principles, discoveries or mere data;

 2) legal acts, official documents texts of administrative, legal or regulative nature (decisions, rulings, regulations, norms, territorial planning and other official documents), as well as their official translations;

 3) official State symbols and insignia (flags, coat-of-arms, anthems, banknote designs, and other State symbols and insignia) the protection of which is regulated by other legal acts;

 4) officially registered drafts of legal acts;

 5) regular information reports on events;

 6) folklore works.

Hence it is assumed that this image has been released into the public domain. However, in some instances the use of this image might be regulated by other laws.

This image is in the public domain according to Article 4, case 2 of the Polish Copyright Law Act of February 4, 1994 (Dz. U. z 2022 r. poz. 2509 with later changes) "normative acts and drafts thereof as well as official documents, materials, signs and symbols are not subject to copyrights". Hence it is assumed that this image has been released into public domain. However in some instances the use of this image in Poland might be regulated by other laws.

Según el artículo 10 de la Ley de Ucrania sobre derechos de autor y derechos conexos esta obra esta en el dominio público within Ucrania y posiblemente en otras jurisdicciones porque es una de las siguientes:

• (a) noticias diarias o detalles de eventos actuales que constituyen información de prensa regular;
• (b) obras de arte popular (folclore);
• (c) documentos oficiales de carácter político, legislativo o administrativo (leyes, decretos, resoluciones, laudos judiciales, normas estatales, etc.) emitidos por autoridades gubernamentales dentro de sus competencias, y sus traducciones oficiales;
• (d) Símbolos estatales de Ucrania y premios gubernamentales; símbolos y signos de autoridades gubernamentales, las Fuerzas Armadas de Ucrania y otras formaciones militares; símbolos de comunidades territoriales; símbolos y signos de empresas, instituciones y organizaciones; (incluye postage stamps)
• (e) monedas y billetes;
• (f) horarios de transporte, horarios de transmisiones de radio y televisión, guías telefónicas y otras bases de datos similares que no cumplan con los criterios de originalidad y a las que les sea aplicable el derecho sui generis (derecho particular o especial);

Tenga en cuenta que los borradores de todo lo que se incluye en las secciones (d) y (e), a menos que se aprueben oficialmente, están protegidos por derechos de autor.
